The opportunity
Remainder 221 presents an opportunity to assess a roadside advertising position along Houtkop Road, within the wider Unitas Park land portfolio. The site’s road frontage is the basis for considering a compact advertising installation, with the balance of the property retaining flexibility for future use.
We invite an established outdoor-advertising operator to propose a suitable position, format and commercial arrangement. The proposed structure is an operator-funded ground lease covering an agreed installation footprint and maintenance access. A static billboard is the initial proposition; digital or illuminated alternatives are welcome where supported by the operator’s audience assessment, investment case and approval strategy.
This is an opportunity for feasibility assessment. A signage position, current audience and site-specific approval have not yet been established. No asking rental or media rate is stipulated.

A held November 2017 traffic assessment for historical neighbouring development provides corridor context. It records two 12-hour counts at Houtkop/Waterdal on 6 and 10 September 2014, applies nominal background growth of 3% a year, and adds proposed development traffic (SRC-117c338849d5, physical PDF pp. 3–4).

Emfuleni’s published advertising-policy PDF is marked Draft, November 2009 on physical p. 1. The municipal policy directory also lists an earlier bylaw consultation. These provide research leads, but do not confirm the currently operative requirements.
Commercial proposal sought
Please provide an indicative offer for an operator-funded installation, identifying:
- Rental: annual guaranteed ground rent, escalation and commencement trigger; any minimum-plus-revenue-share alternative should state its calculation and reporting basis.
- Term: proposed lease duration, feasibility period, approval milestones and any exclusivity requested.
- Footprint: a marked-up position, structure envelope and maintenance access route, with any associated rights required.
- Investment and delivery: proposed capital commitment, programme, approval responsibilities and any costs or contributions requested from the landowner.
- Operation: maintenance, insurance, inspections, security, decommissioning and reinstatement obligations.
- Future development: proposed arrangements for relocation or termination if the wider property is developed.
All commercial terms remain open for discussion. Initial proposals may be conditional on site inspection and specialist work, provided those conditions, costs and timeframes are explicit.
